Are service charges for apartments and buildings regulated?
Yes. Service charges for jointly owned properties in Dubai are regulated through the Mollak system, managed by the DLD. Service charge budgets must be approved by RERA before they can be charged to owners, and approved rates are published publicly on mollak.gov.ae. Owners receive invoices quarterly. If a management company is charging unapproved fees, owners can file a complaint at oacomplaints@rera.gov.ae.
You can also view and pay your service charges directly via the Dubai REST app under Property Services → Service Charges Mollak.
Once your property is verified on Prosper, service charge data is automatically integrated into your property card. Prosper uses this to calculate your net ROI, flag unusually high charges, and notify you when payment is due.
