You can file a complaint with the Rental Disputes Settlement Centre (RDSC) in Dubai. Cases can be filed entirely online at rdc.gov.ae. Creating an account is free, however, when filing a complaint, a fee will apply. Both parties are required to attempt reconciliation before the case proceeds to a judge.

You can also create a real estate company violation complaint on the Dubai REST app under 'Property Services' → 'Register a real estate complaint' for a direct digital filing route.
