Can a tenant sublet the property to someone else?

Only with the landlord's written consent. Under Article 24 of Law No. 26 of 2007, a tenant may not assign the use of or sublet the property to third parties without the landlord's written approval. Subletting without consent is a ground for eviction, and Ejari will not register sublease contracts.
